FONPLATA highlights the importance of the territorial approach at the 4th International Conference on Financing for Development
FONPLATA participated in the side event that handled the upscaling of national platforms to localize financing and integrate national and subnational development banks in support of a sustainable, fair, and resilient urban transition, held within the Fourth International Conference on Financing for Development (FfD4) in Seville, Spain.
The meeting, co-organized by the Global Fund for Cities Development (FMDV), United Cities and Local Governments (UCLG), and various African and Latin American institutions, brought together representatives of governments, development banks, and private sector actors to discuss strategies to close the financing gap at the subnational level, which is essential for the fulfillment of the Sustainable Development Goals and the Paris Agreement.
Viviana González Bogarín, FONPLATA's Vice President of Strategic Development, on behalf of the Bank, highlighted FONPLATA's experience in working directly with subnational governments and local development banks, especially in Brazil, where it has financed more than twenty-seven operations aligned with SDG 11 – Sustainable Cities and Communities. “Thanks to our territorial approach, we follow up from planning to implementation, even in emergency contexts,” she said.
Bogarín also highlighted:
1. The importance of close collaboration and the territorial approach, through technical and institutional assistance that strengthens the capacity of local governments to formulate quality projects.
2. FONPLATA's catalytic role in mobilizing resources through partnerships with institutions such as the OPEC Fund, BADESUL and BDMG, to channel investments towards productive, resilient, and sustainable infrastructure.
3. Institutional complementarity as a key to maximizing the impact of development financing. FONPLATA is positioned as a strategic partner that supplements other multilateral banks, facilitating the access of intermediate cities to financing adapted to their scale and needs.
Participation in this event reinforces FONPLATA's commitment to strengthening national financing platforms and effectively integrating subnational banks as key actors for a just and resilient urban transformation in Latin America.
