FONPLATA’s Sustainable Debt Framework establishes the criteria and processes under which the Bank issues green, blue, social and sustainability debt instruments, as well as other thematic bonds, to finance eligible projects in its member countries, contributing to the achievement of the Sustainable Development Goals (SDGs). In October 2026, FONPLATA updated its Framework to align it with the ICMA Green Bond Principles and Social Bond Principles (2025), as well as the Green Loan Principles and Social Loan Principles (2025). The updated Framework also incorporates the blue bond category, following ICMA’s guidance on bonds to finance the sustainable blue economy (Bonds to Finance the Sustainable Blue Economy: A Practitioner’s Guide). In addition, the updated Framework provides for the potential issuance of other thematic bonds aligned with its eligible categories and international market standards. Moody’s issued a Second Party Opinion (SPO) assigning the Framework an SQS2 (Very Good) sustainability quality score.
Issuances made as of October 5, 2026, will be governed by the 2026 Sustainable Debt Framework. Instruments issued prior to that date will remain subject to the previous Framework until maturity.
The Susdtaibnable Debt Framework 2021 has been superseded by the 2026 Sustainable Debt Framework. Instruments issued during its term remain subject to its allocation and reporting commitments until maturity.
