FONPLATA Shares Expertise on the Identification of Investment Risks and Opportunities in the Region

FONPLATA’s Executive President, Luciana Botafogo, took part on January 28 in the panel “Structuring Risk for Growth: National Development Banks and Investment Opportunities in the Region”, during the 2026 Latin America and Caribbean International Economic Forum, organized by CAF and the Government of Panama.

Held as a parallel session, the event featured representatives from the Colombian Bancóldex, the National Bank of Panama, and the Peruvian Development Finance Corporation. Moderated by CAF, the session addressed the role of development banks in creating and expanding new sectors and markets, and their ability to transform complex opportunities into feasible, scalable investments through innovative financial instruments.

Botafogo highlighted FONPLATA's approach to reducing risks in subnational projects by working directly with local governments and state-owned companies to strengthen technical design, financial planning, and implementation capacity. She also noted the use of loan tranching, which allows for progressive implementation and aligns financing with actual project performance, thereby reducing operational, institutional, and sustainability risks.

Additionally, the Executive President underscored the importance of technological innovation and appropriate regulatory frameworks in risk structuring. Tools such as artificial intelligence help improve project quality, strengthen monitoring, and ensure real environmental impacts. At the same time, robust regulatory frameworks and deeper, more liquid capital markets are key to attracting private investment toward strategic development projects.

FONPLATA’s participation in the panel reaffirms its role as an active player in developing financial solutions that amplify the impact of public and private investment, supporting the countries of the region in their growth, integration, and sustainable development processes.
